Oscar was last seen in the area of St. Peters Church on William Street wearing a white jacket with red, yellow and blue stripes, blue jeans and blue sneakers, Belleville police said.
He has also been diagnosed with asthma and diabetes, police said. Anyone with information is asked to contact Belleville Police at 973-450-3334.
